Thorpe, Ph.D., Manager , Project Development and Environmental Anal s' rant SUBJECT: NC 42, from US 421 (Horner Blvd.) in Sanford to SR 579 (North Main Street) in Broadway, and along SR 1579, NC 42 (Avents Ferry Road) to SR 1538 (Buckhorn Avenue) in Broadway, Widen to three with turn - lanes at SR 1523 (Rice Road), SR 1529 (Cox Mill Road) and SR 1579 (Broadway Road), Lee County, Federal -Aid Project STP -0042(49), WBS 38887, R -3830 The Project Development and Environmental Analysis Branch is starting the project . development, environmental and engineering studies for the proposed R -3830 project. The project is included in the 2011 -2017 North Carolina Transportation Improvement Program and is scheduled for right of way in fiscal year 2016 and construction in fiscal year 2018. Attached for your review and comments are the scoping information sheets for the proposed project. We would appreciate any information you might have that would be helpful in evaluating potential environmental impacts of the project. If applicable, please identify any permits or approvals that may be required by your agency. A scoping meeting will be scheduled with NCDOT staff to discuss the proposed project in more detail. In order to include your comments in our materials for this meeting, we would appreciate your response by May 1, 2011. If you would like to attend the scoping meeting, please notify the project engineer. It is anticipated that a federally funded Categorical Exclusion will be prepared for this project. This document will be prepared in accordance with the National Environmental Policy Act. Several tributaries are piped under the roadway. No threatened or endangered species or wetland encounters are expected. A large cemetery is located 0.1 mile west of SR 1523 (Rice Road). The relocation of a number of graves will be required. The R -3830 Feasibility Study (1998), states that the City of Sanford had requested proposed sidewalks on both sides of Broadway Road, from East Lee Middle School to Horner Boulevard. Highway Division 9 staff will verify the status of this request and inquire about as to any sidewalk requests from the Town of Broadway.
