Incident #202101670 Revised NPDES violations Dear Mr.Bullock: Kinston kartil 2009 On August 3, 2021, the City of Kinston had to bypass part of its treatment process (the denitrification filters). Severe weather dropped over 3.0 inches of rain in our area. Flows escalated through the day and began to effect plant operations All basins remained in service. We began to experience heavy pin flocking from our clarifiers and by 10:10 pm, we had to start bypassing the filters. As you are aware, the filters are the last stage of treatment prior to UV disinfection and final discharge to the Neuse River. The State (Mr. Bullock) was notified the following morning around 8.00 am. Average influent flow for the 3rd was 8.23 MGD with flows continuing to rise over the next 24 hours to an average of 15.07 MGD for the 4th. Flows began to finally decrease on the 5th with an average influent flow of 8.63 MGD. We did utilize our peak flow basins and our temporary polymer set-up but they unfortunately were not enough. All filters were put back on line at 2:30 pm, Thursday, August 5, 2021. Daily composite effluent TSS results for the week are as follows: • August 2, 2021: <2.5 mg/L • August 3, 2021: <2.5 mg/L • August 4, 2021: 151.2 mg/L • August 5, 2021: 922.7 mg/L • August 6, 2021: 9.9 mg/L • August 7, 2021: <2 5 mg/L The August 2-7, 2021weekly average limit value of 45 mg/L was exceeded for TSS. The average for the week was 180.63 mg/L. Though all the monthly sampling is not available, the monthly average for TSS will be over that limit as well. No other violations have been seen. The City continues to work on the collection system to reduce inflow & infiltration levels. We continue to see substantial flow increases at both the Briery Run and Forrest Street Lift Stations that discharge to the plant, but the largest increase remains with Forrest Street. There are three sewer outfalls that flow to Forrest Street, the Adkin Branch, Sunshine Street and Neuse Outfalls. The City has performed wet weather flow monitoring during the last six months and has determined the upper limit of the areas experiencing high I&I upstream of the Forrest Street Lift Station.. The area of concern has been reduced to less than 2 square miles. This area will be subject to extensive smoke tests/CCTV work in the next few months to identify the sources of I&I.
