The great Island Ferry route runs from Davis, NC to Cape Lookout
National Seashore Great Island complex across Core Sound in
Carteret County. The last portion of the Great Island vehicle ferry
route is a narrow channel that has been subjected to significant over
wash from the banks since Hurricane Irene in 2011. The critical
portion we propose to dredge is about 35' at its widest by 1,100' long.
While we have dredged the harbor several times over those years,
we have not endeavored to dredge the channel itself, and we believe
the over wash sand flats are now impacting the route to the degree
that the ferries are running aground on a fairly regular basis —
several times a week. This is a huge safety concern, and it interferes
with other traffic in the channel. This would be a bucket to barge type
of dredging operation.

3d. Explain the Purpose of the Proposed Project:
Maintenance dredge of one critical section of the channel to allow safe passage of vehicle ferry
boats.
3e. Describe the overall project in detail, including the type of equipment to be used:
Cape Lookout National Seashore has determined a critical need to dredge a portion of the
Great Island Ferry Route that provide public access to South Core Banks via 3 vehicle ferries
(two owned by Mack Best, Cape Lookout Cabins and Camps, and one owned by Lanier and
Annette Mitchem, Davis Shore Ferry). The ferry route runs from two ferry departure locations
that are fairly close together; the Davis Shore Ferry Service is located along Willis Drive and
the ferry docks are at the end of Willis Drive, and the Cape Lookout Cabins and Camps ferry
service is located at the end of Grady Davis Lane on a short peninsula. Both routes cross Core
Sound almost due east to a narrow channel that ends at the Great Island Ferry dock.
Combined, the services carry about 75,000 visitors and 8,000 vehicles to South Core Banks
annually. Their ferries provide the only vehicle access to South Core Banks, and the only
access to the Great Island Cabin Camps. Both Carteret County and the State of North Carolina
have critical economic interests in maintaining these waterways, and the National Park Service
has a critical interest in providing public access to the banks.
The last portion of the ferry route has been subjected to significant over wash from the banks
since Hurricane Irene in 2011. It is narrow (about 35' at its widest by 1,100' long). While we
have dredged the harbor several times over those years, we have not endeavored to dredge the
channel itself, and we believe the over wash sand flats are now impacting the route to the
degree that the ferries are running aground on a fairly regular basis — several times a week.
I have attached photographs, proposed dredge area satellite maps, and proposed spoils
locations. The proposed maintenance dredge operation would cover about 1,100' x 30' x 2' / 27'
calling for the removal of about 2,500 cy.
