Project Description: Replace Bridge Number 63 on SR 1309 (Silversteen Road) over
West Fork French Broad River (no off-site detour planned).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions: HPOWeb reviewed on 9 March 2016 and
yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). Transylvania County
current GIS mapping, aerial photography, and tax information indicated a wooded APE (viewed 9 March
2016). Bridge No. 63, built in 1958, is not eligible for the National Register according to the NCDOT
Historic Bridge Survey as it is not representative of any distinctive engineering or aesthetic type. Google
Maps"Street View"confirmed the absence of critical historic structures and landscapes in the APE
(viewed 9 March 2016).
No architectural survey is required for the project as currently defined.
Why the available information provides a reliable basis for reasonably predicting that there
are no unidentified significant historic architectural or landscape resources in the project
area: APE extends 400 feet to either side of the existing bridge (N-S)and 150 feet to either side of the
SR 1309 (Silversteen Road) centerline (E-W) to encompass proposed construction activities. The county
comprehensive architectural survey (1990-1991) and later studies include no properties in the APE (Laura
A.W. Phillips and Deborah Thompson, Transylvania:The Architectural History of a Mountain County(Raleigh,NC: Transylvania
County Joint Historic Preservation Commission,1998)). County GIS/tax materials and other visuals clearly illustrate
the absence of significant architectural resources. No National Register-listed properties are located
within the APE.
Should the design of the project change, please notify NCDOT Historic Architecture
as additional review may be necessary.
