Please note the incident as reported in BIMS did not require a press release. The SSO, Incident No. 202101441, was located within Sub -Basin `K' and caused by debris in the line; which was observed within 20 minutes of beginning and immediately addressed by removal of paper, flushable wipes etc. Community outreach in the area is ongoing to manage disposal of these items including FOG. The affected line segments are within a known problem area for having backups and have been routinely cleaned on a monthly cycle since January 2018. The lines were last cleaned prior to this incident on May 20, 2021. The District has contracted with Freese and Nichols, Inc. to perform rehab design (MHK419 MHK417 SS Rehab) to further address line deficiencies that involve excess inflow in the portion crossing Chockoyotte Creek and misalignment caused during Smith Church Road widening that contributed to hydraulic flow problems. The design is complete for construction but permitting the project has been slowed because of required easement acquisition. Due to the nature of the failure the existing segment will be abandoned in place and a proposed segment of approximately 150 LF of 8-inch sanitary sewer will be installed from an upstream manhole and tied in with a doghouse manhole to a point in the gravity sewer downstream. Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is required.
