Earl Younce and Vince O'Neal - Ocracoke Village Hyde County Project Setting The ±8.0 acre project site consist of two adjacent undeveloped residential lots, Lot B (2.22 acre) and lot F (5.76 acre) located off SR 1328 at the terminus of Bryant Lane in the Jane Blount Bryant Heirs residential subdivision on the south side of Ocracoke Village adjacent to Old Slough Creek and a large area of Coastal Wetland marsh off the Pamlico Sound in Hyde County, North Carolina. Old Slough Creek borders the lots to the east. The residential subdivision has an unimproved compacted sand road/right away that terminates at a relic drainage ditch off Old Slough Creek that separates the passable compacted sand road from lot B. The relic ditch is shallow and nonnavigable and its banks have a significant fringe of S rtina alterni ora and Juncus roemerianus. The designated undeveloped subdivision right of way crosses the aforementioned ditch through Lot B terminating at lot F. Lots B and F are characterized as Coastal Wetlands marsh vegetated mainly with Juncus roemerianus but include other marsh species: Distichlis Mica ta, S artina ap tens, and S artina alterni ora. There is an upland hummock on each lot that is large enough to support an onsite septic and associated drainfield. The upland hummocks are vegetated with red cedar, wax myrtle, yaupon, red bay and live oak. The upland hummock on lot B has a Health Improvement Permit for a 5 bedroom home and lot ]~ has a Health Improvement Permit for a 3 bedroom home.(Attached) The uplands on lot B are separated from the uplands on lot F by an area of Juncus roemerianus marsh ±180 wide. Old Slough Creek adjacent to the project site is designated as Coastal Waters by the Marine Fisheries Commission and is classified as SA HQW by the Environmental Commission. Old Slough Creek is open to shellfishing. Program Description The owners of lot B and F propose to construct a vehicular access to their respective lots along the existing subdivision right away. The primary/necessary component of the vehicular accesses will be two elevated pile supported wooden vehicular bridges. The first bridge will be 12' x 98' and cross the relic drainage ditch off Old Slough Creek and associated Coastal Wetland. The bridge will land on lot B on a narrow area of uplands. The access road fill at this narrow upland will be contained by a retaining wall constructed on either side of the road on the upland/Coastal wetland interface for an average distance of ±75' by 10' wide. The bridge approaches on either end of the first bridge accessing lot B will have a containment wall to reduce the footprint of the bridge approach to avoid wetland fill. The applicant proposes to complete the bridge in sections using the newest completed section to support the equipment used to set the pilings. The pilings are to be set in place by a combination of washing and driving the pilings. A 10' x ±175' gravel access drive is to be constructed on uplands on lot B. The second bridge will be 12' x 186', leaving lot B crossing a Juncus roemerianus marsh on lot F landing on a small area of uplands that is separated from the larger upland hummock by O'Neal/Younce Bridges Old Slough Creek Hyde County Page Two a narrow 10' wide Coastal Wetland marsh. The applicant proposes to build an access road 10' wide crossing the narrow area of marsh using an 18 "diameter x 16' long culvert with retaining walls terminating the access road on the larger upland hummock on lot F. Both proposed bridges will be elevated 3' above the Coastal Wetland substrate. The owners of lot B and F indicated in the permit application that they have no other plans for fizrther development of the lots at this time. Anticipated Impacts The proposed vehicular access bridges will shade 3,408 ft2 of Coastal Wetlands. The filled gravel road will result in the disturbance of 2,150 ft2 of uplands and the filling of 102 ft2 of Coastal Wetlands. Box 644 Ocracoke, NC 27960 Division of Coastal Management 943 Washington Square Mall Washington, NC 27889 Dear Sir or Madam: We are proposing to construct 2 wooden bridges, drawn by a professional engineer, with the proper retaining walls and landscapes to match the surrounding vegetation. The bridge will be 3' above marsh, as required. The area between the 2 bridges as well as the approaching areas is to be filled with crush and run or marl, with proper retaining walls. There is one small culvert 18" by 16' on the South end that is to be installed properly, avoiding the disruption of water flow. We are proposing this project as we have no way to access our lots. There is no alternative route, and this seems to have the least impact of all options as pertaining to environmental issues. We have no plans to build any other structure on either of these lots in the foreseeable future. Both of these lots have active, valid Hyde County septic tank permits. At this point, we only want to have access to our property. This project is to be constructed on Bryant Lane in Ocracoke, Hyde County, North Carolina. It will be located at the end of Bryant Lane crossing adjacent lots B and F. We are proposing to build these wooden structures using 8" round pilings, 12" by 12" girders, 6" by 12" stringers, a 3" by 4" decking, and a 3' rail; all as advised by our engineer. We will use a small tractor as well as a backhoe and bucket truck. The pilings will be washed down to a depth of 8 feet and impacted by a 1500 pound weight, 25 times each per piling. We will build the bridge from beginning to end in 25 foot sections, working off of the newly constructed bridge. In the areas where that is not possible, we will use the proper bridging mats to protect the marsh and support our equipment. Thank you for your time and consideration.
