It's all very confusing but we'll figure it out. There is some confusion. It may be a mix up in projects. DWR requires mitigation for some impacts. Before we issue an approval, we must have documentation that the applicant has applied to and received notification from the mitigation provider that mitigation credits are available to offset the proposed impacts. I was asking Sheila if she needed an SOA to submit. Typically we send these to the engineer/or client to submit with their plans. As the bank information will need to be in the bank information will need to be in the buffer authorization letter like last time. Please see attached. We have an audit with DWR every year, we are not allowed to make a sale without this information in the letter. Department of Environmental Quality. Ms. Williams was very helpful in helping me understand how mitigation credits works. Ms. Williams told us to wait to pursue credits from Dogtown until we heard back about our variance application (DWR# 21-0994). Now that we have heard from Doug Perez, an Environmental Specialist in the Division of Water Resources - Water Quality Regional Operations of the N.C. Department of Environmental Quality in the 6 Division of Water Resources - Water Quality Regional Operations about our Buffer Variance Application, we are ready to proceed with purchasing mitigation credits. Mr. Perez initially told us we needed to apply for a variance for a 640 square foot patio. The department decision was that we would need to purchase riparian buffer mitigation credits as an alternative to removing the patio. Mr. Perez also stated that in addition to the credits for the patio, we needed to ask for mitigation credits for the area covered in gravel, which is 1000 square feet. So, to summarize, we hope you can assist us in purchasing riparian buffer mitigation credits for 1640 square feet for our property. Please let us know how to proceed. The specific bank site that may be debited Dogtown, that is located in the Catawba River watershed, specifically HUC 03050101. As the official Bank Sponsor, EBX, attests to the fact that mitigation is available for reservation at this time. These mitigation credits are not considered secured, and consequently are eligible to be used for alternate purposes by the Bank Sponsor, until payment in full is received from the Applicant resulting in the issuance of a Mitigation Credit Transfer Certificate by the bank acknowledging that the Applicant has fully secured credits from the bank and the Banker has accepted full responsibility for the mitigation obligation requiring the credits/units. The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the purchase price.
