Substantial completion for this project was granted on January 6th 2021. The upgrades included replacement of the existing headworks barscreens, grit removal, and influent pumping equipment, 7.5 million gallons of storm flow equalization storage, and 2 million gallons of diurnal flow equalization. The equalization and storage capabilities will reduce treatment impacts due to heavy wet weather events and provide for more uniform flow through the plant. The plant upgrades allow excess flow into Muddy Creek WWTP to be transferred to the Archie Elledge WWTP, to storm, or diurnal equalization facilities. The transfer of flow will be based on hydraulic, best treatment, and financial considerations. The integrated influent system and flow storage provides significant reliability, allows us to balance flows between plants, and provides optimum treatment performance during dry and wet weather. Please let this letter serve as justification to continue permitting wastewater flows to the Muddy Creek Wastewater Treatment Plant. Regards, Courtne river P.E.
