The North Carolina Division of Water Resources conducted an inspection of the Havelock WWTP on
8/11/2021.This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0021253. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

On 08/12/2021 Paul Mays with the Division of Water Resources from the Washington Regional Office
conducted a compliance evaluation of Havelock WWTP which operates under NPDES Permit
#NC0021253. The facility was found to be compliant with NPDES Permit #NC0021253. Bellow are the
findings and observations made during the inspection.
Effluent meter was last calibrated on 05/20/2020 and needs to be calibrated annually. Staff onsite
said that the meter will be calibrated next month. The effluent composite sampler was 0.8 degrees
Celsius inside the unit. However, the doors inside the unit were dirty with algae growing on outside
portion of the door seal with a frog and slug also being present. The facility needs to clean this
portion of the effluent sampler. It is also important to note that the effluent sampler is flow
proportional.
Records were overall well -kept and easy to review. The 02/2021 eDMR and 04/2021 eDMR was spot
checked with corresponding lab data and no issues were found. The 2020-2021 and 2019-2020
Annual Compliance Report for the facility were present for review with no issues. Sludge haul records
were emailed at the request of the inspector end of the day (08/11/2021) for the month of 06/2021 for
review and no issues were noted. Finally, it should be noted that the staff onsite were very helpful
during the record review process.
The last thing that was discussed were the violations originating from the 04/2021 eDMR, 05/2021
eDMR and 06/2021 eDMR reports. The major thing was the parameters Total Flow mgal/month
and/or Total Nitrogen (monthly quantity) lbs./month were missing in these reports. The facility has the
data to input these parameters into a revised eDMR report. These violations were discussed with
staff, and it was settled that revised eDMRs with these missing parameters would be submitted for
these months.
The generator is tested by interrupting the primary power source one a month. The generator itself
appeared to be in good condition and was operational at the time of inspection. The fuel tank for the
generator was % full at the time of inspection and the facility has an emergency fuel agreement with
Coastal Diesel.
Overall, all the primary and secondary aeration basins looked good. Staff onsite said MLSS for the
plant is 4500mg/I for the plant on average. The first two 840,000-gallon primary aeration basins run a
DO at 3.0mg/I, the two 150,000-gallon secondary aeration basins run DO at 1.0mg/I and the last
190,000-gallon aeration basin runs DO at 3.0mg/I according to staff.
No major issues were noted with either of the secondary clarifiers and both units appeared to be in
good working condition. Clarifier #1 had a sludge blanket of 2.5ft and Clarifier #2 had a sludge
blanket of 2.5ft as well. This data was obtained via sludge judge.
The effluent coming out of the tertiary filters looked good
The UV system was operational and well maintained. The facility has plenty of spare UV bulbs should
they need to be replaced.
The was approximately 12.7' of solids in the aerobic digestor. There was some vegetation growing on
top of the unit. However, it was noted that it was dangerous for the staff onsite to remove the
vegetation and they remove it once a year plus pressure wash where they possible to remove the
vegetation.
