This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0003661. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0003661. Jimmy Tyndall, Public Works Director, and the ORC, Billy Mello, were present during the inspection. This is a facultative lagoon biological treatment system and spray irrigation facility. The two-2.4 MG facultative/storage lagoons, Lagoon #1 and #2, are connected and each contain a baffle curtain. The 5.4 MG facultative/storage lagoon, Lagoon #3, is being used only during heavy rain events. The fence surrounding Lagoon #3 is located close to the lagoon berm and appears to be difficult for operators to maintain the lagoon. Freeboard in all three lagoons was in compliance. The Town has not had to remove solids from the lagoons to date. A review of NDMR/NDARs and GW59s indicate no violations have been issued for effluent or groundwater monitoring. Documentation was organized and complete. A Field Lab Certification application needs to be submitted as soon as possible. The Town can find information on the State website under the Laboratory Certification Branch section. The Town currently has four operators to operate the wastewater plant, the collection system and the drinking water system. It appears to be challenging to keep up with the required operation and maintenance of these permitted facilities. The wastewater permit expires on March 31, 2021. A renewal application will need to be submitted by October 1, 2021. The facility is compliant with Non -Discharge Permit W00003661. Daily operation and maintenance records were present and complete. Bench sheets and calibration records were organized and complete. An application for a Field Lab Certification for pH and chlorine needs to be submitted. All other reported parameters are analyzed by Envirochem, Certification #94.
