Dear Mr.Lane,Mr.Ward,Mr. Steffens,
Regarding the Minor Permit Modification request,As previously discussed,The NCDOT is requesting a
permit modification to allow a temporary causeway.Attached are a revised plan sheet and cross-section of
the proposed temporary causeway that the contractor is requesting to install in lieu of what was initially
permitted as a Temporary Work PIatform.
NCDOT's Hydraulic Unit has consulted with the state FEMA representatives and have no issues with the
proposal from a floodplain standpoint. The only caveats were related to the NCDOT Guidelines for
Drainage Studies and Hydraulic Design,namely Section 15.6,Temporary Encroachment in Regulatory
Floodway. Item 5 requires that designated staging areas for equipment be at least 1 foot above the BFE of
23.3'. Areas along the project are above this elevation in the event of catastrophic flooding. Item 7
requires that the Department assumes liability for any flooding damage resulting from the temporary
encroachment. Per the hydraulic modeling,the temporary causeway will only result in a 0.01'rise in water
surface elevation,so while DOT does assume this liability,the risk is very low for any such damage.
There are no additional stream,buffer,or wetland impacts associated with this proposed work.
