La Grange Bank Credit Release — Task 3
Dear Mr. Ham:
On May 6, 2013, the Division of Water Quality (DWQ) received an As -Built Report for the LaGrange
Mitigation Bank from Greene Environmental Services, LLC (GES). On May 22, 2013, Katie Merritt,
with DWQ, requested that GES send DWQ a signed survey showing the exact acreages of the nutrient
offset and riparian buffer mitigation areas. Additionally, Ms. Merritt requested that GES also send
DWQ the recorded Plat tied to the signed conservation easement. On June 25, 2013, Ms. Merritt
received all of the requested items.
According to the UMBI signed on October 3, 2008, the following Project Milestone has been met, and
the corresponding credits shall be released

3) Approval of As -Built Report 10%
By copy of this correspondence, DWQ confirms that you have satisfied the above requirements for the
above - referenced tract and an additional 10% of your Neuse riparian buffer credits (0.1 x 37,939.7 ft' =
3,793.97 ft2) are now available for sale. Also, an additional 10% of your nitrogen nutrient offset credits
(0.1 x 5,728.01 lb -N = 572.80 lb -N) are now available for sale. Please update your credit ledgers
accordingly.
Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020202 of the Neuse River Basin and that riparian buffer credits must be used for impacts in
the Neuse River Basin according to the guidelines in 15A NCAC 02B.0242.
