Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Town of Valdese DCAR
on 8/09/2021. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Non-discharge Permit No. WQ0001990. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer with the Asheville Regional Office conducted a review of the Town of Valdese’ DCAR annual report on
8/9/2021. This review was conducted to determine whether all monitoring and residuals handling are in compliance with
Permit No. WQ0001990.
The Town distributed 373 dry tons of compost in 2020.
Fecal Coliform: The Town reported a composite fecal coliform sample for the fourth quarter was missed; however, only one
scoop of material from a previously tested and compliant pile was distributed in the fourth quarter. Results have historically
been under 1000 MPN/g or not distributed if above the limit.
Non-hazardous waste characterization: Non-hazardous waste characterization is required once per permit cycle. The Town
submitted results for ignitibility, corrosivity and reactivity. The permittee submitted verification of methodology used by the
laboratory to determine ignitibility (SW-846 1030) and has requested they review their reporting units to ensure they are in
line with the analytical method stated in the report of analysis. TCLP will be required before the permit expires in 2024.
Pathogen and Vector Attraction Reduction: Pathogen and Vector attraction reduction is met by PFRP Composting and VAR
14 Day Aerobic Process.
All other monitoring requirements under sections II.4 and IV.3 appeared to be in compliance with the permit.
