We hope these responses answer your questions. Overall, the Division of Waste Management — Solid Waste Section has approved the closure cap design construction. However, approvals are still pending from E&SC and stormwater (DEMLR). Questions: "Is it appropriate for me to assume that DWM is addressing/reviewing all possible sources of "contaminated" runoff from the project and requiring any appropriate controls?" Per Division of Waste Management — Solid Waste Section Water Quality Monitoring and Reporting Permit dated December 14, 2020, Area 3 and 4 are subject to 30 years post -closure (water quality monitoring and reporting) starting on September 16, 2015 and January 15, 2015, respectively. Additionally, the permit covers five years of closure and post -closure water quality monitoring and reporting of Area 1. Per the Water Quality Monitoring and Reporting Plan, groundwater and surface water will be sampled and analyzed on a semi-annual and quarterly basis, respectively and occur throughout the post -closure care period. Groundwater and surface water are subject to 2L and 2B standards, respectively. This includes provisions for detection monitoring, assessment and corrective action. "So I assume you're looking at groundwater, but once the cap is in place it looks like all surface water will be directed to the stormwater basins and then streams, so does that mean that DWM is ensuring that any surface runoff to those basins is "clean"." Per the Section's Permit, condition 9a spells out at a minimum requirements for surface water testing required following installation of the cap. "Are you at all looking at the design and/or sizing of those stormwater basins as part of your review? " Stormwater basin design and sizing is not under the purview of Solid Waste. I was hoping you could answer a couple questions for me so that I can just make a note in the file and process the application. I don't know enough about your program to be certain without asking. Part of the DWR 401 review is to ensure that downstream water quality violations don't occur. In this situation, is it appropriate for me to assume that DWM is addressing/reviewing all possible sources of "contaminated" runoff from the project and requiring any appropriate controls? I saw monitoring wells in the plans so I assume you're looking at groundwater, but once the cap is in place it looks like all surface water will be directed to the stormwater basins and then streams, so does that mean that DWM is ensuring that any surface runoff to those basins is "clean".
