Re: Phobos Solar, LLC— Phase II
The proposed solar site is located in Nash County, North Carolina (north of Middlesex, east of Zebulon,
and west of Nashville) at the intersection of Frazier Road and Old Nash Road. The site is currently mixed
use as open field used for agriculture and forested. There are isolated wetlands and jurisdictional
streams present within the construction area, and there will be stream impacts to incorporate fence
crossing. There will be no proposed impact to the wetlands on site. The site generally drains to the
wetlands and streams to the central portions of the site.
The amount of disturbed acreage permitted for the project site is 884 acres. Clearing and grubbing
activities are proposed for this site in limits areas to construct the inverter pads and access road. The
actual disturbed area will be much less and limited to the areas required to install proposed access
drives, inverters, array piles, and cable trenching. If any rutting or land disturbance occurs on these
access drives, it will be stabilized. It is proposed that the site will have temporary rock construction
entrance at the driveway access point, temporary sediment basins, temporary diversion ditches and
temporary perimeter silt fencing with silt fence outlets placed at the low points for possible discharges.
No drainage patterns are being changed with this project. Stormwater will primarily be treated through
overland sheet flow across herbaceous ground cover. The total new impervious areas are listed in the
attached spreadsheet and will be comprised of gravel access drive and concrete inverter pads. Since the
total percentage is less than 24% as listed in the attached spreadsheet, the site is a low -density
development. As such, the development will have minimal impact on the downstream properties.
