Dear Mr. Roth:
In accordance with your permit major modification request received June 24, 2021, and subsequent
additional information received July 15, 2021, we are forwarding herewith a modified Attachment A
certified August 2, 2021, to Synagro Central, LLC for the subject residuals management program.
Modifications to the subject Attachments are as follows:
Addition of the Clark Creek WWTP (Permit No. NC0036196) as a residuals source, with an
approved dry tonnage of 3,438 dry tons/year (DT/yr).
The modified Attachments A shall be effective from the date of certification until October 31, 2022
(i.e., expiration date of the current permit), shall void Attachment A of Permit No. WQ0016247 issued
November 17, 2017 that was previously certified on June 1, 2021, and shall be subject to the conditions and
limitations as specified therein, as well as those specified in the above-referenced permit. Please replace
Attachment A of Permit No. WQ0016247 that was certified on June 1, 2021 with the modified Attachment
A. Please note that the Permittee shall submit a renewal application no later than May 4, 2022.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
