The North Carolina Division of Water Resources conducted an inspection of the Fairfield Harbour S/D
WWTP on 7/26/2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES WW Permit No. NC0033111. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

On 07/26/2021 Paul Mays and Victoria Herdt with the Department of Environmental Quality: Division
of Water Resources from the Washington Regional Office conducted a compliance evaluation of
Fairfield Harbor WWTP. The facility operates under NPDES permit #NC0033111. The facility was
found to be compliant with permit #NC0033111.
The facility was inspected due to a complaint filed against the facility by residents nearby the facility.
There was complaint was that there of an overwhelming odor issue and noise issue with the blowers.
Upon inspection of the facility, there was no odor issue to be found and the blowers were no louder
than ones found at the average facility.
The facility has an emergency fuel agreement with Mallard.
All required records were present for review, and all were maintained well over 5 years. The April
2021 DMR was spot checked vs corresponding lab data. Only a minor issue was found on the third
week of the month where Total N was reported as 22.63mg/I vs the 22.56m1/I that was reported on the
lab data. After a small review with ORC Mathew Golden, this was found due to a small rounding error.
No other issues were found on the April 2021 DMR.
The sludge blanket for clarifier 1 was 5ft and 4.5ft in clarifier 2 and this was measured via sludge
judge. It is important to note both clarifiers have a sidewall depth of 14ft. Another issue noted with the
clarifiers where the skimmer arms in one of the units did not touch the water and was in need repair.
The skimmer arm for the clarifier was fixed the next week and a video of the fix was sent on
08/04/2021 via email.
During the inspection the Eluent flowmeter was found to be last calibrated over 3 years ago on
01/01/2018. It was discussed with the ORC that the effluent flowmeter had to be calibrated annually.
ORC Golden Mathew followed up 2 days later and showed that he had the effluent flowmeter
calibrated on 07/28/2021.

Comment: All required records were present for review and all were maintained well over 5 years.
