Road in Glenville, Jackson County, North Carolina. The applicant is seeking a General Permit 30
for impacts associated with construction of a swim beach and pier on Lake Glenville.

The project site includes a picnic area known as The Pines and an unofficial swimming area. Land use in the vicinity is
residential, commercial, and recreational.

There are no wetlands within the project boundary.

3d. Explain the purpose of the proposed project:
The purpose of the proposed project is to construct a public fishing pier and swimming area to allow for public fishing and
swimming access on Lake Glenville.
3e. Describe the overall project in detail, including the type of equipment to be used:
This project includes the construction of a single fishing pier and swimming area that will allow for public fishing access
and swimming on this portion of Lake Glenville. The proposed fishing pier is 75 feet waterward and will include 730
square feet of impact. The swimming area will require discharge of 1500 cubic yams of sand and 3500 cubic yards of soil
fill to develop a swimming area of 21,000 square feet. A retaining wall will be constructed above the swimming area to
protect it from further erosion and allow access (handicap accessible) down to the swim area.
A Milliken concrete cloth will be utilized to create the base of the swimming area. The concrete cloth will be placed on the
lake bottom and cured while the lake is drawn down.

Thanks for the response. Currently the installation plan is to install and cure the concrete in the dry with a
lake draw down below the toe end of the cloth. Hydro Operations current proposed plan would be draw the
lake down 12ft using gate operations. The gates are 12ft in height, thus after the 12ft draw down Hydro
Operations will then use the hydro power plant to generate to further draw the lake down.
In the event inflows into the lake from rain outpace the ability for the station to pull down the lake beyond
12 ft, then a small portion of the cloth will extend into the water. This will be a relatively small portion of
the cloth as it protects the 2:1 slope of the rip rap (right hand side of the detail provide in the plans). The
vast majority of the cloth will be installed and cured in the dry utilizing the 12ft draw down controlled by
the gate. Again any installation in the water will be minimized and will only happen if inflows outpace the
ability to draw down the lake.
I am currently not planning to attend the meeting on Oct. 2e, however if you believe it would beneficial to
discuss with you and others onsite I can make sure I am there.

The designs and this concrete cloth product look like they will be appropriate for the site. The berm and fabric
underlay will hopefully reduce the rate of sand loss from the swim area and beach, and provide a good swimming
substrate.
I am most concerned about the pH of the concrete cloth during curing, especially if it is done in or near the water. The
Table 4 specs show pH of 11 - really base, approaching caustic. Ammonia has a pH of 11.
Will the concrete cloth be cured in the dry? Will the reservoir be drawn down below the concrete cloth /berm area
during installation?
I will not be available for the Oct 15th meeting, but I think we will be in the Pines Recreation Area with Steadman on
Oct 26th..

I hope this note fords you well. Duke has been discussing best management practices and operational
feasibility for the construction of the swimming area at the Pines Recreation Area on Lake Glenville. One
proposed alternative solution is to utilize concrete cloths to assist in the stabilization and constructability of
the swim area while attempting to minimize lake draw down. I have not personally used the concrete cloth,
however I have researched the product and provide that research below.
I have attached a number of items listed below and I am requesting you review and provide some feedback.
From a construction and engineering stand point this alternative is a solid, feasible solution. You have the
experience and expertise from the aquatic fish and habitat view and your feedback would be most helpful.
Per our License and approved Recreation Management Plan we are planning to construct this site next year,
which means we intend to seek full permits later this year. However, we want your feedback and input
before we move forward with this alternative.
Joe Carriker and myself will be meeting with the Army Corp in Asheville on October 15'b. If you are
available that day then we could meet you at your office and discuss.

We understand that this will be done on the "dry" lake bed during a fall draw -down. The blanket will be placed and
sprayed with water to allow it to cure. We don't anticipate any major adverse effects of this on fisheries in the lake,
though we do recommend coordinating the work with a dry period and minimizing the run -off of set -up water, if
applicable.

Gentlemen,
Mr. Riddle sent me this information about a "concrete blanket" product that Duke wants to use I believe to form a base
for a beach swim area on Lake Glenville. In addition to the video links showing its use for a boat ramp extension, above
is the product website. The website MSDS mentions an exothermic reaction and elevated pH 11 -11.5 when contacted
with water, but I do not know what the zone of "effect" there would be in the lake. For other past projects, I've looked
at some research on the use of grout in streams; it causes pH rises up to 12 that obviously decreases in time and
distance proportional to flow.
Anyway, is anyone familiar with the use of this material? Are there any concerns with its use in the lake? Do you have
any suggestions for mitigative measures, if needed?
Any suggestions would be much appreciated.

A little more info on the concrete cloth. Below is a link to YouTube of case study done on the East Fork Boat Ramp
Extention (I'm not sure where the East Fork is) where they installed the cloth in the wet by grading the lake bottom,
pulling the cloth out and sinking it into the water. I've also added a link to the "concrete tent" video. Additionally,
Travis Sinclair has already spoken to Mark Cantrell at the US Fish & Wildlife about this product, sent information and
has letter from Mark saying that they are ok with the use of this product in this application. Watch the video's below,
