The vegetative shelf has been called out to be seeded as `Red Top Grass Seed (Argosits Alba)' and the outlet rip-rap dimensions have been called out both on C-11 in the erosion control details. The 30-foot vegetative filter detail will not be included because we redesigned the basins to remove 90% TSS. 5. A/l roof drainage must be directed to the post-construction stormwater BMPs. Show the roof drain col%ction lines on the construction plans. The storm runoff from the roof drains to the rear of the building then to the SWM Pond A. 6. Please provide information on the seasonal high water tab/e. Ms. Cyndi Karoly June 29, 2007 Page 3 According the Subsurface Exploration & Geotechnical Engineering Evaluation by EAS Professionals, INC. the ground water table was reached at a depths ranging from 3 ft to 13 feet. The NRCS Soil survey lists the water table to range from 2.5 ft to 5 ft in the vicinity of the SWM Pond A and 3 ft to 5 ft in the vicinity of the SWM Pond B. 7. Please indicate which NCDENR Stormwater BMP Manual you are referencing. In the design of the wet ponds (SWM A & B) the NCDENR Stormwater BMP Manual, Section 10 -Wet Detention Basin (revised: 05-15-07) was used. The example followed was from the NCDENR Stormwater BMP Manual, April 1999, section 1.4 - Examp/e Piedmont Basin Design The manual used for the design of the sediment basins and inletloutlet protection was the Erosion and Sediment Control Planning and Design Manual (revised: 06-01-06). S You have indicated two wet detention pond to treat post-construction Stormwater runoffon this project. There are severa/deficiencies in the design of these ponds. a. Pond A (Wet Detention Supp/ement Sheet): i. P/ease indicate a temporary poo/ a/evation There was a typing error in the Appendix C sheets. The temporary pool elevation is 88.0, with the emergency spillway at 96.0 and 1 foot of free board. The elevations are located in the Stormwater management & erosion control report, pages 5-6 and Appendix C which have been revised. ii. Please reduce your forebay; an acceptab/e range is 78%-22% of the permanent poo/ vo/ume. The forebay volume has been reduced to the allowable 20% (-/+ 2%) of the permanent pool volume. iii. P/ease exp/ain your SA/DA ratio of4.32 SA/DA ratio for Pond A is incorrect. The correct value should be 5.14. This value was obtained from the 90% TSS table:10-3, by interpolating between 70% IMP and 80% IMP. The SA/DA ratio values corresponding to these IMP percentages are 5.0 and 5.7 respectively. The impervious surface for the area draining to Pond A is 72%. iv. P/ease exp/ain your Design Rainfa// of 3.85 inches. The requirements for the OWQ are either 7"storm or 7.5"for Coastal Stormwater The 3.85 inches of rainfall is the 2 year 24 hour rainfall volume used to calculate runoff volume for the 2 year SCS hydrograph. Please exp/ain why a 30-foot vegetative fi/ter is not provided at the out/et. P/ease explain the TSS chart being used - 85% TSS requires a vegetated fi/ter; 90% does not. You must provide non- erosive flow for the 90 year storm in the vegetated filter. SWM Pond A has been redesigned to accommodate for 90%TSS removal, therefore no vegetative filter strip will be added. vi. Please include a p/anting p/an for the aquatic she/f (/ittora/she/~. In the erosion control details the 10' aquatic shelf has been called out to be seeded with `Red Top Grass Seed (Argosits Alba)." vii. Please explain why you are not recording a drainage easement for each basin. We were unaware a drainage easement was needed, but one will be included for both ponds on the revised plans. This will be recorded once approved. viii. P/ease explain why there is no mechanism for the draining the basin for maintenance or emergencies. A drainage pump will be used as shown on revised drawings (C-11). ix. P/ease exp/ain the pre-treatment you are providing other than the forebay. The pond forebay is used as pre-treatment. b. Pond B (Wet Detention Supp/ement SheetJ: i. P/ease exp/ain why the e/e vations for the bottom of the basin and the permanent poo/are the same. There was a typing error in the Appendix C sheets, which have been revised. The bottom normal pool elevation is 84 and a top elevation of 90.0. The temporary pool has a bottom elevation of 90.0, with the emergency spillway located at 94.0 and 1 foot of freeboard. ii. P/ease exp/ain your SA/DA ratio of4.4. SA/DA ratio for Pond B has been redesigned. The new value should be 4.4. This value was obtained from the 90% TSS table:10-3, by interpolating between 70% IMP and 80% IMP. The SA/DA ratio values corresponding to these IMP percentages are 3.9 and 4.6 respectively. The % impervious surface for the drainage area is 76.8%. iii. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Form SWU-102 Rev 3.99 Page 2 of4 Maintenance activities shall be performed as follows: 1. After every significant runoff producing rainfall event and at least monthly: a. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re-seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. i When the permanent pool depth reads ~ ~ 2~ feet in the main pond, the sediment shall be removed. REQUIRED ITEMS CHECKLIST The following checklist outlines design requirements per the Stormwater Best Management Practices Manual (N.C. Department of Environment, Health and Natural Resources, February 1999) and Administrative Code Section: 15 A NCAC 2H .1008. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Form SWU-102 Rev 3.99 Page 2 of 4 Maintenance activities shall be performed as follows: 1. After every significant runoff producing rainfall event and at least monthly: a. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re-seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the permanent pool depth reads ~~ 2 ~ feet in the main pond, the sediment shall be removed. When the permanent pool depth reads ~5~ 2~ feet in the forebay, the sediment shall be removed.
