There is one (1) stream feature (Hatters Branch) that runs adjacent to the proposed project area. The project is located between Royal Mill Ave to the North and East Juniper Ave to the South. General land use in the vicinity of the project is primarily urban residential development as well as some wooded land. 4b. Specifically, there are four (4) buffer impact areas associated with a greenway with two (2) of those also having greenway crossings that impact streams. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the maximum extent practicable. The greenway impacts are for Impact area 1 is proposed permanent riparian buffer and stream impacts for a greenway and greenway crossing. The crossing Will feature a culvert that will cross perpendicular to the stream. Rip -Rap will be utilized at the end of the culvert to minimize to reduce flowvelocities and minimize stream degradation. Impact area 2 is proposed riparian buffer impacts for the greenway and a greenway crossing. The crossing will feature a culvert and will occur perpendicular to the stream. Rip -Rap will be utilized at the end of the culvert to minimize to reduce flowvelocities and minimize stream degradation. Impact areas 3 & 4 are proposed riparian buffer impacts for the greenway. The greenway was placed as far from the stream (Hatters Branch) as could be without impact the existing properties adjacent to it. Sections of the greenway will utilize grading to minimize buffer impacts to the maxmum extent practicable. 1b. We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs' document prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural and silvicultural operations. The Willows at Traditions Greenway project is a residential development. Additionally, the project is located within the town of Wake Forest ETJ, therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1) the Neuse River Basin Riparian Buffer Protection regulations, these regulations require limited development within the riparian buffer area, in addition Best Management Practices may be required that control nitrogen if diffuse Flow cannot be achieved; 2) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -construction stormwater management requirements.
