The location of the proposed pump station is approximately 1,000 LF north of the Johnston County Regional Airport on Swift Creek Road. The gravity sewer leading to the pump station and the force main tie-ins located near HWY 70 are scheduled to be completed in a previous Buffalo WWPS and FM Upgrade Project (Permit No. WQ0041628). The pump station site includes 105 LF of 36" gravity sewer main of new gravity sewer main, 45 LF of 12" gravity sewer main as a stub out, 100 LF of 24" and 125 LF of 12" DIP, a new grinder vault with an in -channel wastewater grinder, a new submersible pump station, passive odor control, and a new electrical building/emergency generator. The grinder specified to have a capacity of 20 MGD which is well above the design capacity of expected future flow. The pump station will initially operate with four (4) pumps, with space within the wet well for two (2) pumps to pump sewer to a future equalization basin during peak flow. Dimensions were sized to prevent excessive pump starts. The force main is a proposed 24" PVC/RJPVC main of approximately 22,790 LF with three total proposed installations via directional bore with Fusible PVC with a total length of 760 LF. The force main path was chosen to minimize environmental impact, avoid previously installed utilities, and allow for adequate flows/head to the discharge point. The discharge point is located at the future Johnston County WWTP located near County Home Road off HWY 210. The purpose of this project is to redirect existing flow from the northern part of the sewer system to the new WWTP site off Hwy 210. No new flow is anticipated as a part of this project. Please see Condition 1.1 for more details Special Condition Language: Per the submitted variance request as received on April 23, 2021 by Rivers & Associates, Inc. on behalf of Johnston County for the subject project, with additional information received July 9, 2021, the Division will grant the variance request with the following conditions, in accordance with the provisions for alternative designs in 15A NCAC 02T.0105(n): • Where the sewer force main does not meet separation requirements for private wells; the materials, testing methods, and acceptability standards meeting water main standards (15A NCAC 18C) shall be specified, as shown on the provided plans, per 15A NCAC 02T.0305(g). • As shown on the provided plans on Plan Sheet CO2 at STA 21+07 and on Plan Sheet C08 at STA 89+40, the sewer force mains located within the 25-foot radius of existing private wells shall be encased in approximately 50 linear feet of a continuous steel encasement extending outside of the 25-foot radius to either side of the encroachment, in accordance with the plans, general notes, and cover letter as submitted to and approved by the Division as part of this variance request. • The minimum separation for any portion of the sewer system not otherwise specified above shall not be less than 25 feet from a private well or 50 feet from a public well. Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. All other elements of this project shall be constructed in accordance with all applicable rules and statues including, 15A NCAC 2T; the Division of Water Resources' (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable. Approval of the variance request does not constitute approval of the permit.
