Dear Ms. Karoly:
Following receipt of your comment letter dated June 5, 2007 and our subsequent phone conversation, we
have made revisions to the site plan drawings and offer the following clarifications on each of your
comments. The response numbers below match the numbering used in your comment letter:
1. Zones 1 and 2 have been added to the plan (Sheet 1 of 2). We have added clearing limit lines to the
drawing to clarify that the clearing limits are 15-feet on each side of the proposed waterline. We have
added a note requiring all land disturbing activity, including clearing, to be contained within the area
between the clearing limit lines. Six copies of the revised sheet are enclosed.
2. The creek stabilization rip-rap has been shown on the profile drawing (Sheet 2 of 2) to clarify that the
rip-rap should be installed on the creek banks and creek bottom. We have included rip-rap below the
water surface and along the creek bottom to prevent erosion of the creek banks. Since shear stress on
the soils is greatest at the creek bottom, rip-rap is required on the creek bottom to prevent
undermining of the bank lining. Six copies of the revised sheet are enclosed.
3. Based on our phone conversation with Amy Chapman on June 13, 2007, we understand that this
comment was inadvertently included and is not applicable to this project.
4. Under Item XN (Cumulative Impacts) of the application, we neglected to provide a short narrative
description of the project. The following narrative is provided to explain why "No" was checked on
this item:
a. The proposed water main is a need identified in a water system master plan prepared by the
City of Raleigh. The master plan called for the water main to improve system pressure and
fire flows in the Knightdale portion of the City of Raleigh water system. Since its purpose is
to reinforce the water system, the project will not be installed with any service connections.
