With regard to the Notice of Violation (NOV-2010-OV-0013) Recommendation for
Enforcement, I am responding on behalf of the County to the comments therein.
15A NCAC 08G.0201 Responsibility of System Owners to Designate Certified
Operators
Richmond County has hired a backup ORC who resides in Richmond County. It is the
intention of Richmond County to employ Mr. Robert Brown, who maintains a PC1
#28154. Attached is the completed "Water Pollution Control System Operator
Designation Form" detailing the Back-up Operator in Responsible Charge (Back-up
ORC) for the system. Please call if there are questions.
