Matt,
From our conversation earlier the discharge it would be about 1% of potassium permanganate
and that it will be further diluted before the discharge. Please ask your staff to observe the river
to make sure there is not any issues with this discharge. I would also recommend that you sample
your effluent for manganese and analyze during this period of discharge. Give me an update by
phone or email as soon as possible. Thanks.

MATTHEW LOCKLEAR AT THE RICHMOND COUNTY WATER TREATMENT PLANT. WE HAD AND INCIDENT WITH OUR
POTASSIUM PERMANGAMATE AN OVER DOSE AT THE HEAD OF OUR TREATMENT PROCESS .
WE NEED TO DUMP OUR FLOC BASINS OF RED WATER TO OUR DEWATERING TO GET THE PLANT BACK TO OPERATION
STATUS BY THE MID -AFTERNOON. AN EMERGENCY SITUATION THAT WE APPOLGIZE FOR
AN WILL TRY TO DILUTE THE RED WATER TO THE BEST OF OUR ABILITY. THANKS FOR THE ASSISTANCE.. MATT RCWTP

Cause/Observation:
Mr. Locklear called to report that they had overfed the potassium
permanganate. It is normally fed to the raw water into the plant.
They needed to send it to the wastewater storage to treat and
discharge to the river.
Action Taken:
They discharged to the system and diluted as much as possible
to elimante red water discharging to UT to the Pee Dee River. It
was an emergency situation that created a shut down for the
plant and they had to resolve the issue quickly so they could
continue making potable drinking water.

have discharged. The attached email also gives further info. The
Manganese result was above 1.0 mg/L based on the lab equipment
onsite.
