The purpose of this letter is to serve as both a quarterly report and update on the modified Special Order of Consent. First, the Commissioners are in receipt of the modified Special Order of Consent that DENR provided, however it has remained unsigned upon advice from the Wooten Engineers. At the current time we are unable to specifically request any firm dates as we are currently waiting for a response from the Town of Hertford regarding our sewer connection. We have provided the town with a proposal that is currently under review. In my discussions with the town attorney, Ben Gallop, I believe we shall have an answer from the town within the next two weeks. Once we have a response we will have a much clearer picture of how we will need to proceed. Along those lines we have also been in contact with certain realtors who are looking for land that the district could either purchase or long term lease, if the town rejects our proposal. Since the last report the District has continued to study and correct our infiltration issues. It is my understanding that the district is currently on a waiting list with the State to receive use of the "smoke machine". Once we are able to ascertain and use this machine we should be able to reduce the rate of infiltration. As you are aware, the District is also facing issues with citizens attempting to place illegal waste water tubs in the ground. I have been authorized by the district to take all actions necessary to stop this activity. I am sending cease andhdesist letters, which will be followed by legal action if the activities are not stopped within twenty days.
