Hi Chris, and thank you for your phone call earlier this week and accompanying plans sent via email on 8/2 and 8/3/2021
(attached). As previously discussed, the Deep River crossing required for the above referenced project must remain
consistent and in compliance with Special Condition c of the Individual Permit issued by the Corps to Piedmont Triad
Regional Water Authority for the construction of Randleman Lake (SAW-1991-02669), specifically the Deep River and its
adjacent 200-foot buffer (i.e. land owned by the Piedmont Triad Regional Water Authority). Based on the attached
information, the new alternative method of crossing the Deep River has been determined to meet these requirements
by the Corps of Engineers, Wilmington District (Corps). However, any deviation from these methods will require
coordination with the Corps to ensure continued compliance.
As stated in my email dated 4/9/2021, the remaining stream and wetland crossings associated with the Registers Creek
Pump Station and Force Main are still authorized under Nationwide Permit (NWP) 58 without requiring submittal of a
PCN.

Thank you for taking my call earlier today regarding using Horizontal Directional Drilling (HDD) method to cross under
the Deep River in lieu of the previously proposed open -cut. The HDD will be approximately 520 feet of 18-inch ductile
iron pipe that would begin and end within the Randleman Buffer Zone, however the work area would be limited to the
existing 12-inch FM easement (no additional disturbed area is being requested). The 12-inch FM in this area will be filled
with flowable fill and abandoned in place. Attached find a sketch of the approximate location of the HDD, as well as the
boring plan from the Contractor's drilling subcontractor.
The Contractor has requested this change as they have indicated the river is too deep in this area to use temporary
coffer dams, and sheet piling a coffer dam would be challenging due to the potential presence of the boulders. In
essence they feel the previously proposed open -cut solution is not viable.
Please let me know if the proposed HDD is permissible so long as: 1) we do not disturb any area outside of the existing
12-inch FM easement (as was previously proposed for the replace in place option); and 2) the existing 12-inch FM is
abandoned in place by filling with flowable fill.
