This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0002127. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This review was conducted to determine whether all processing and distribution was in compliance with Permit No. WQ0002127. The City of Morganton Distributed 664 dry metric tons of product in 2020. Non-Hazardous Waste Characterization: Required once per permit cycle. A minor modification to remove residuals source monitoring was approved in 2021. Pathogen & Vector Attraction Reduction: Facility composts for pathogen reduction and utilizes the recommended 14-day aerobic process for VAR. The city currently maintains aeration on the piles for 21 days. Mr. Self indicated during the last compliance inspection that they may reduce the number of days the piles are aerated if temperatures can be maintained. There was one high fecal result from the sampling event on 10/12/20. The Facility resampled and both results were below 1,000 MPN/g. The pile was distributed. Also, as noted in the compliance inspection on March 11, 2021, please verify the bags used to collect fecal samples are either listed as sterile by the manufacturer or sterilized in the lab before use. Unsterilized bags may result in false positives. Metals & Nutrients: All metals and nutrients data appeared to be in compliance with permit requirements.
