This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0011260. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The report appeared to be in compliance with all permit requirements. Facility meets Pathogen reduction through PFRP Pasteurization and vector attraction reduction through alkaline stabilization. All temperature and pH logs were included. Phosphorus was reanalyzed in January 2020 due to an abnormally high result in December of 2019. This parameter is monitor only. The ARO advised the ORC to use the result obtained closest to distribution to determine the most limiting nutrient parameters. The Town of Old Fort distributed 48.64 dry tons of residuals in April of 2020 from the pile produced in 2019. The 2019 pile was sampled for metals and nutrients in 2019. The facility collects fecal coliform samples before distribution for the year. The field inspection and hauling sheets were also included with the annual report. 27.1 dry tons of stabilized residuals were generated in 2020 but have not been distributed. Non-hazardous waste characterization: The stabilized biosolids produced in 2020 were tested for TCLP, ignitibility, corrosivity, reactivity, metals, and nutrients in December 2020. This analysis will satisfy the once per permit cycle non-hazardous waste characterization as listed under Attachment A. All results appeared to be within regulatory limits.
