I included a PCN letter in the application (also attached to this email), and a bunch of other attachments (including some photos). The project is state funded, and requires notification for both the 401 and 404. The stream in question (Big Horse Creek) is Class C; HQW, and the project will implement design standards for sensitive watersheds. Lori - this is the project I had originally thought could be conducted without notifying for the 404, but after reviewing it, I did need to notify (for a couple of reasons). My apologies! NCWRC has indicated no trout moratorium required. I included that correspondence in the PCN as well.
