PROJECT SUMMARY: The applicant is proposing to place an 8 slip docking facility within an existing canal for use by future home owners. Narrative Description: This project is located 310 Cedar Point Blvd. in Cedar Point, Carteret County. The site lies just west of the Flying Bridge Resturant. An existing canal borders the site to the north and connects to Bogue Sound. Bogue Sound borders the site to the south. The applicants property is 8.28 acres in its entirety and varies from 0' to 4' in elevation above NHW. Existing on the high ground portion of the site is a single family home. In the adjacent canal there is an existing dock in a poor state of repair. The shoreline along the canal has a thin fringe of Smooth Cordgrass (Spartina alterniflora). Some clusters of oysters were noted in the canal. There are other expanses of marsh around the property that contain Smooth Cordgrass (Spartina alterniflora), Black Needle Rush (Juncus roemerianus) and Salt Meadow Grass (Spartina patens). Connecting to the north east corner of the canal is Bogue Inlet Boataminium. The substrate in this area is mostly silt and sand. Water depths in the canal area are approximately -2' NLW. Water depths in the Boataminium and channel to Bogue Sound are approximately -5' NLW. The width of the canal ranges from 25' to 50'. This property has 1,419' of shoreline. The Division of Water Quality classifies this area as SA waters. This area is not a Primary Nursery Area and is closed to the taking of shellfish. Carteret County's Land Use Plan dated 1996 classifies this area as Built Upon and Conservation within the AEC's. There are no shellfish leases or SAV's in this area. 10. Proiect Description: In an effort to create 8 slips, Kave Investment Group proposes to construct a 465' dock. Excavating the adjacent canal would increase water depths. A 270' bulkhead would stabilize the shoreline. During the development process, the applicant would begin by installing 270' of bulkhead. The new bulkhead will be placed landward of all coastal wetlands. Once the bulkhead is in place the applicant proposes to construct a 465'X4' dock that would run along the edge of the marsh and canal. This dock would provide 8 side-to docking slips. In order to improve water depths the applicant proposes to maintenance excavate 1,281 yd3 within the canal. This would create a 462.48'X37.41' channel. Water depths existing at NLW in this area are -2'. The final project depth would be the connecting depth of -4'NLW. A 5' buffer from coastal wetlands would be maintained during the excavation process. The excavated spoils would be placed >40' landward of NHW in two on site areas. The dimensions of the two areas are 115'X133' and 113'X107' respectively. The applicant is proposing hydraulic dredging with the spoils to be placed in a settling basin with influent and effluent pipes. Kave Investment Group Page 03 11. Anticipated Impacts: The proposed improvements would result in 340 ftz of open water incorporated and shaded by the dock. The dock would also shade 1,520 ft2 of coastal wetlands. A total of 17,094 ft2 of shallow bottom would be excavated which would result in the removal of 1,281 yd3 of material. The excavated material would be placed on high ground disturbing 15,162 ft2. An increase in turbidity would occur during excavation. The proposed 8 slips would be used for the private use of future homeowners.
