Dear Mr.. Jeter:
A letter of request for Authorization to Construct wns; received July 20,
'988, by the Division and final plans and specifications for the subject project
lave been reviewed and found to be satisfactory. Air;:iror.izat..i.or, is hereby
granted for the construction of sludge conditioning and storage facilities
consisting of modifying four existing sludge drying heds, installation, of dual
220 scfm blowers for aeration and a polymer mixing and feed system for sludge
r.onditi.oni.ng with no discharge of wastewater or sludge to the surface waters.
This Authorization to Construct is issued in ai.cor;ianr:o with Part: ITT,
paragraph T, of NPDES Permit No. NC0021920 issued March 19, 1987, and shall be
subject to revocation unless the wastewater treatmelnt. 'facilities are constructed
in accordance with the conditions and limitations specified in Permit No.
\C0021920.
The sludge generated from these treatment facilities must he disposed of in
accordance with General Statute 143-215.1 and in. a manner npprov.rable by the
North Carolina Division of Environmental Mnnalement.
The Wilmington Regional Office„ phone no. 919/256-4161 shall he notified
at least twenty -.four (24) hours in advance of operation of the .installed
facilities so that: an in -place inspection can be made. Such notification to
the regional supervisor shall be made during the n:rmal of.f.ic:e hours from 8:00
a.m. until 5:00 p.m. on Monday through Friday, exe.inding State Holidays.
:in the event the facilities fail to perform satisfactorily in meeting its'
NPDES permit effluent limits, the Permittee shall take such immediate corrective
action as m,ay be required by this Division, inc:lu.idi.ng the construction of

Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer
certifying that the permitted facility has been installed in accordance with the
approved plans and specifications. Mail the certification to the Permits and
Engineering Unit, P.O. Box 27687, Raleigh, N.C. 27611-7687.
A copy of the approved plans and specifications shall be maintained on file
by the permittee for a minimum of five years from the date of issuance.
