Authorization to Construct
Whitemarsh Wastewater Treatment Plant
Modifications
Columbus County
A letter of request for an Authorization to Construct was received December 12,
1987, by the Division and final plans and specifications for the subject project
improvements have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of 175 linear feet of 24-inch pipe and all necessary
valves and appurtenances to connect two existing junction boxes, and to bypass the
flow from the existing polishing lagoon for the Whitemarsh Wastewater Treatment Plant
located in Columbus County. These modifications shall not affect the treatment plant
operations and the facilities shall remain operational at all times.
This Authorization to Construct is issued in accordance with Part III paragraph C
of the NPDES Permit No. NC0021920 issued March 19, 1987, and shall be subject to
revocation unless the wastewater treatment facilities are constructed in accordance
with the conditions and limitations specified in Permit No. NC0021920.
The Wilmington Regional Office, telephone no. 704-256-4161 shall be notified at
least twenty-four (24) hours in advance of operation of the installed pipe and
appurtenances so that an in -place inspection can be made of said system. Such
notification to the Regional Supervisor shall be made during the normal office hours
from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding state holidays.
In event the facilities fail to perform satisfactorily in meeting its NPDES
permit effluent limits, the Permittee shall take such immediate corrective action as
may be required by this Division, including the construction of additional wastewater
treatment and disposal facilities.

Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer certifying
that the permitted facility has been installed in accordance with the approved plans
and specifications.
