Dear Mr. Vinson
I am in receipt of the above referenced NOV dated April 9, 2021 and wanted to explain what occurred and
corrective measures taken to fix the referenced problem. We were notified around 6 PM Wednesday March 3rd of
a potential SSO in the vicinity of Great Ridge Parkway and Hill Creek Road. I personally was in the area and arrived
on site around 6:15 PM and met the backup ORC that was already onsite. Water appeared to be coming up thru
the cracks In the pavement in the vicinity of the sewer force main that runs along Hill Creek Road. Utility
contractor started excavating just after 11 PM after USIC had completed the utility locates. The vac/pump trucks
worked side by side with the excavator to keep the water pumped from the hole during excavation. At around
11:45 PM the leak was found coming from sewer force main. LS A and LS B were turned off and two additional
pump trucks arrived to keep L5 A pumped down to allow the 1 mile of force main to drain. Two additional pump
trucks were called in around 4 AM, in an effort to keep up with the anticipated morning flow coming into LS A.
This turned out to be the correct call because around 6:00 AM, the flow at LS A started coming up very quickly. It
took well into the early afternoon of March 4th for the force main to drain before the repair could be made. It
took 6 pump trucks working thru the night and next morning to keep LS A pumped down. We did succeed In the
end from a major spill from occurring. I personally was on site the entire time directing the pump trucks to various
areas where they were needed and did not leave Briar Chapel until everything was repaired and backfllled. The
repair cost nearly $40,000; $20,00 for the utility crew (excavator, trench box, 20 hours of labor, gravel, dump
trucks, pipe, repair clamps, saws, ladders, asphalt, rollers, etc.) and $20,000 for the pump trucks.
As you are aware, the bypass project is nearing completion with a completion date by early next week. We are
eager to complete the project and abandon the problematic force main that was the cause of particular break and
so many before it.

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Old North State Water Company
LLC indicates violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1.
Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is
no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S.
143-215.1(a)(1), for which a permit is required.
