In accordance with your request, Certificate of Coverage Number NCG 110119 is rescinded effective immediately. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NPDES permit is against federal and state laws and could result in fines. If something changes and your facility would again require stormwater or wastewater discharge permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the proper permit coverage. If the facility is in the process of being sold, you will be performing a public service if you would inform the new or prospective owners of their potential need for NPDES permit coverage. If you have questions about this matter, please contact us at 919-707-9220, or the Stormwater staff in our Regional Office (704) 633-1699. Sonja Basinger is the engineer there (I think she used to work at the Mooresville RO?) and she said that she tried to find where it should be coming out using smoke but it appears to be blocked. Anyway, 1 asked if she could try to look again because our concern is that if the pipe is blocked then it will back up when it drains or drain off in some other area. Thank you for answering my questions over the phone. I have some answers to your questions... 1. Yes - Salisbury -Rowan Town Creek and Grants Creek Treatment Trains (and municipal treatment works) are considered Industrial Sites. 2, You will have 12 niontbs to implement your Stormwater Pollution and Prevention Plan (SP3) after your Certificate of Coverage is issued for your general Permit. See, http://h2o.etir,state,nc.us/su/PDF_Files/S W_Docutnents/S W PPP_GD.PDF 3. For the Grants Creek facility - we are a little concerned ,ts to where the stornnvater is going once it enters the storm drain that appears to be blocked (outtall GC20). Our thought is that it trust be leaking out somewhere as There are a lot of inlets - otherwise it would be backing up on site - seems like. Unless this occurred after your last significant storm event. If you could please take another look at this storm drain to find out where the starmwater is exiling. If you cannot. can YOU sample at inlet GC 17? We would much prefer that you would be able to sample at that outlet (GC20). Have You tested from all inlets and can you find the segment where the blockage or leakage has occured? Please let me know if you have any further questions or concerns. Thanks, Jell Jones
