Company and W-L Construction. with regard to the asphalt plant and quality
control operations. The newly formed joint venture, called Piedmont Asphalt, will
own and operate six asphalt plants in the piedmont region of Virginia and North
Carolina. The plants include Martinsville, Shelton, Reidsville, South Boston,
Charlotte Courthouse and Woodsdale. Piedmont Asphalt will only manufacture
hot mixed asphalt and the placement of our product will .be performed by others
in the region we service.
We believe that you will be better served by the efficiencies of our collective use
of resources and benefit from.tne pooled buying power of the enlarged group will
be able to provide. Quality control*staff will be enhanced and. you can expect the

Hi Don and Tony,
Thanks for your email. First - in reading my July 3rd email to you I realized I had a typo in the first sentence - t
meant to say you do not need to send "stamped plans" - not just "plans". I contradicted this statement later so I
apologize if you did not understand what I meant.
I have the calculations and site plans you had sent to Robert but they are not sufficient to review your rile design.
I will need additional information in order to evaluate your level -spreader design. I will also need to see a more
detailed set of plans.
In your calculations you must clearly provide your rationale and supporting evidence for your design. We also
must be able to easily understand it and review it. Among other review points that need further attention I saw
that: you chose 5 acres as your drainage area but did not provide an exact square footage and site plans where
we could verify this: you chose 1" as a design depth, but then used it as an intensity; you did not provide any
supporting evidence for your calculation of G; I don't see any reference in your plans or calculations to a fitter strip
including its vegetation, length, width or slope. We will review these points, among others, when evaluating your
design.
We require construction details of the proposed features as well as a site plant at a large enough scale (11"x17"
plans are not sufficient for our review) to be able to evaluate calculations and site conditions, site areas and

originally asked for your plans and calculations to be submitted to us by May 30th. I then pushed it out

I have attached the original letter with the requirements I sent on April 14, 2008. 1 understand from
Bradley that VOU do not ileed to Send in PE stamped plans however everything else ShOLIld remain the

coverage under general wastewater permit NCG160000. A review of the application materials shows that the
drainage from the sediment pond will be diffused through a level spreader apparatus. Since this type of
discharge is designed to produce sheet flow rather than a.point source discharge it is not subject to stormwater
permitting at this time.
If after the system is installed the level spreader does not work properly and does indeed produce a
channelized, point source, flow it will become subject to stormwater permitting regulations.

Hey Jen,
I wanted to Couch base with you and see if you've heard anything from Robert on the
NCG160166.
I've talked to Mr. Sample who is with the mine (Sun Rock) back when he sent his
paperwork in for his SW permit. I am trying to plan a trip up there just to look
around and wanted to check in with you before hand.
As fax as I know I don't foresee any problems with Adams getting their CCC.
I should have my schedule worked out so I can travel up there within the next two
weeks. So let me know if you would like me to still hold off.

Dear Mr. Johnson:
The Division of Water Quality received a Notice of Intent for coverage under a General
Permit for Adams Construction Company's Woodsdale Asphalt Plant on March 2, 2008. You
have since requested that we consider discharge from this Carolina Sun Rock site as a non -paint
discharge because flows will be diffused through a level -spreader apparatus.
In order'for us to determine if no point source discharge will occur, you will need to
submit additional information. For the level -spreader design please include:
• One set of layout & grading site plans for asphalt she area and drainage with appropriate
details.
• One set of signed, scaled & dated level -spreader plan overview and detailed plans
• Sealed, signed & dated calculations for the level spreader (with bypass), and the exiting
flow and supporting calculations for the retention pond. Please include all calculations on
our BMP level -spreader supplement form. If you wish, you may fill out this form and
include it with your submission. You can find this form on our BMP manual website:
http://h2o.enr.state.ne.us/su/bmp_forms.htm.
Please note (per phone conversation with Tony Sample, April 10, 2008) that NCDENR DWQ
internal discussions regarding the non -point source discharge status of flows associated with
industrial activities that are dispersed by a level spreader and related permitting policies are still
ongoing. These decisions may affect Adam's Construction Company's request.
Please also note that the Raleigh Regional Office (RRO) may request a visit to determine if this
facility has a point source discharge, and may also periodically re -visit the site to confirm
continued sheet flow. If the RRO determines that the discharge from your site does not meet the
requirements of sheet flow and is in fact a point source, then you must apply for an industrial
stormwater permit. Point source discharges from this operation without an NPDES stormwater
permit will be subject to enforcement action.
Finally, please include any plans to discharge water from the mine or concrete plant you
also plan to build on site.
The requested information should be received by this Office prior to May 30, 2008, or the
application will be returned as incomplete. The return of a project will necessitate resubmittal of
