For the past fifteen years, the members of the Lower Neuse Basin Association (LNBA) have broadened our
collective understanding of the Neuse River basin through water quality monitoring. The. Division of Water
Quality (DWQ) greatly appreciates the association's continued support of the monitoring and the time and
expertise contributed by its members.
By this letter the DWQ confirms the waiving of instream monitoring requirements within your individual
NPDES permit in exchange for the LNBA's monitoring of the basin as specified within the renewed
Memorandum of Agreement (MOA) effective August 1, 2009. The agreement identifies the stations,
parameters, and frequency of monitoring required of the association in order to maintain the instream
monitoring waivers for your individual permits. Influent and effluent monitoring requirements are not affected
by this waiver. Should your membership in the association be terminated, you must notify DWQ immediately
and the instream monitoring requirements in your permit will be reinstated.
All other terms and conditions in the original permit remain unchanged and in full effect. These modifications
are issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency.
