Washington Wastewater Treatment Plant
EPA Project No. C370521-02
Dear Mr. Clark:
The final plans and specifications for the subject project have been
reviei:ed and found to be satisfactory.
Authorization is hereby granted for he construction of a new 2.12 MGD
Wastewater Treatment Plant to include a draft tube type oxidation ditch with
two (2) dual speed (1200/900 RPM) mixers, four (4) blowers,an aerobic digester
with two (2) 75U gpm recirculating pumps, one (1) blower for jet aeration mixing,
a sludge return pump station with one (1) 1050 gpm pump and one (1) 600 gpm pump;
four (4) concrete lined sludge lagoons, a lagoon vacuum sludge pump
station with a 6000 gallon capacity storage tank and a 600 gpm vacuum
pump for sludge loading, two (2) sludge transfer pump stations with single
650 gpm immersible screw impeller pumps, a package supernatant pump
station with dual 200 gpm suction lift pumps, one (1) mechanical
and one (1) manual bar screen, an aerated grit removal system with
one (1) blower, sample: equipment and building, two (2) 60-foot diameter
clarifiers, chlorine disinfection facilities, post aeration facilities,
a new wastewater laboratory at the existing water treatment plant,
upgrading the toilet facilities in the existing digester control building,
and a Water Plant waste pump station with dual pumps and a 16-inch
force main to the new sludge lagoons.
You are cautioned not to advertise or initiate construction until
so notified by EPA, if Federal Funding is desired for project construction.
If a Step 3 Grant offer is made to you by EPA, Region IV, instructions
regarding bidding procedures and the authority to advertise for construction
bids will be sent to you with the Grant offer from EPA.

The Permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State certificate of
the grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of the facili-
ties is 50% completed.
This Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0020648 issued October 25, 1985,
and shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications,
supporting documents, and are in compliance with the conditions and
limitations specified in Permit No. NC0020648.
Permittee shall obtain a sludge analysis and a sludge E.P. toxicity
analysis and obtain approval of these analyses from the Division of
Health Services, Solid Waste Management Branch prior to the disposal of
any sludge from the new wastewater treatment plant. Copies of the
analyses, supporting documents, and approvals shall be submitted to the
Division of Environmental Management Water Quality Section and the
Regional Office.
During the construction of the proposed facilities, the Permittee shall
continue to properly maintain and operate the existing wastewater treatment
facilities at all times, and in such manner, as necessary to comply with the
effluent limits specified in the NPDES Permit.
You are reminded that it is mandatory for project to be constructed in
accordance with the North Carolina Sedimentation Pollution Control Act; and
when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractors responsibilities
shall be in complying with these acts.
The selling or free distribution of wet, dried, composted sludge or
sludge like materials from wastewater facilities without prior review and
approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and two (2) sets to the Corps of Engineers.
