Authorization to Construct
City of Washington
Wastewater Treatment Facilities
EPA Project No. C370521-02
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of the upgrading of the existing City of Washington 2.0 mgd
trickling filter wastewater treatment plant to a 2.25 mgd two stage trickling
filter wastewater treatment plant consisting of influent screening, grit
chamber, primary clarifier, first stage trickling filter, intermediate
clarifier, second stage trickling filter, dual final clarifiers, chlorine
contact, anaerobic sludge digestion, sludge drying beds, standby primary
clarifier, sludge pumping, recirculation pumping, laboratory, and chemical
and polymer feed.
Due to the significant reduction in EPA construction grant fundings,
the Washington project is not projected for Step 3 funding until 1986.
Therefore, this approval for construction of the above described facilities
does not imply any EPA funding or eligibility of the facilities.
The Permittee shall employ a State certified wastewater treatment plant
operator to be in responsible charge of the wastewater treatment facilities.
Such operator must hold a valid State certificate of the grade at least
equivalent to the classification assigned to the wastewater treatment
facilities by the Certification Commission. When a new chief operator
must be obtained to be in responsible charge of the new facilities, it is
required that this be done by the time the construction of the. facilities
is 50% completed.
This Authorization to Construct is issued in accordance with Part 3,
paragraph C of NPDES Permit No. NC0020648 issued May 15, 1983, and shall
be subject to revocation unless the wastewater treatment facilities are
constructed in accordance with the approved plans, specifications, supporting
documents, and are in compliance with the conditions and limitations specified
in Permit No. NC0020648.

During the construction of the proposed acirlitions/modifications, the
Permittee shall continue to properly maintain and operate the existing waste-
water treatment facilities at all times, and in such manner, as necessary to
comply with the effluent limits specified in the NPDES Permit.
One (1) set of final approved plans and specifications is to be forwarded
to you, one (1) set to the Environmental Protection Agency (EPA), and two
(2) sets to the Corps of Engineers.
