The final plans and specifications for the subject project have been reviewed
and found to be satisfactory. Authorization is hereby granted for the construction
of a 2.0 MGD expansion of additional facilities and the renovation or replacement
of the existing 2.0 MGD wastewater treatment facilities to consist of a new mechani-
cal bar screen, new 4,200 GPM pumps for the existing influent pump station, a flow
splitter box, a new 2.0 M gallon oxidation ditch -type aeration tank, a new clarifier
with new scum and sludge return pumps, and associated piping, valving, and appurten-
ances to increase flow capacity to 4.0 MGD for the wastewater treatment facilities
serving the City of Laurinburg at their Leith Creek Plant in Scotland County.
This Authorization to Construct is issued in accordance with Part III paragraph
C of NPDES Permit No. NC0020656 issued April 25, 1983, and shall be subject to revo-
cation unless the wastewater treatment facilities are constructed in accordance with
the conditions and limitations specified in Permit No. NC0020656. The Permittee must
employ a certified wastewater operator in accordance with Part III paragraph D of the
referenced permit.
The sludge generated from these treatment facilities must be disposed of in
accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management. In the event the sludge holding and dewater-
ing facilities fail to provide adequate capacity for this facility, the City must
receive approval by the Division of Environmental Management prior to any emergency
sludge disposal measures be taken.
