Enclosed is a copy of the Compliance Evaluation Inspection conducted May
9, 2000.
As part of the inspection a tour of the Wastewater Treatment Plant was
conducted. All observations and recommendations are in Part D. Summary of
Findings/Comments of this inspection report. The priority of all wastewater
treatment facilities should be complete compliance with the NPDES permit which
will ensure the best quality effluent discharged to our receiving streams.

Section D: Summary of Findings/Comments:
1. The facility is an extended aeration package wastewater treatment system. "Heater Utilities, Inc."
purchased this facility last year. They have been operating and maintaining it.
2. A new "ORC" (Landon McCraw) has been named for this facility as of May 2000 with Tim Thomas
as the "Backup Operator". Operator in Responsible Charge (ORC) designation form has been
completed and sent to NCDENR/DWQ Training and Certification.
3. Two (2) force mains bring the influent flow into the plant. The influent is made up of domestic
wastewater from the country club and resort area. The influent pumps operate on a float system
which is determined by the flow height in a wet well. Ten (10) lift stations are present in this
system.
4. Plans are to expand the facility from 0.5 MGD to 1.0 MGD within the next five (5) years.
5. A portable generator was on site to supply power to the facility and the lift stations. Generators can
be supplied by the company and brought on site when needed.
6. The manual bar screen was operational. The bar screen appeared to have paint completely worn
from the surface. This area should be maintained to eliminate further repairs in the future.
Screenings are disposed of through the county landfill.
7. Magnesium hydroxide is fed by drops for pH adjustment into the influent. The influent pH has a
tendency to be low.
8. The next phase of treatment is through aerated modules (aeromod complete mix system) which flow
into a clarifier area that the solids settle and the effluent flows out one pipe and the sludge out of
another pipe. Four (4) blowers are used in the aeration of the wastewater. Two (2) are used as
backup systems and the remaining two (2) are online at all times.
9. Chlorine is added for disinfection. Effluent is added before it flows into the chlorine contact tank.
The chlorine contact tank was monitored for sludge depths during the inspection. The tank is eight
(8) feet deep. One side can be shut down for cleaning while the other is treating the wastewater.
Various areas on both sides were monitored for sludge depths. The results were from less than (<)
one (1) foot to two (2) feet deep. A recommendation would be to clean the chlorine contact tank
when any area is above one (1) foot of sludge. A sludge judge was on site. The walkway and
handrail appeared to have worn paint from the surfaces. Maintaining these surfaces in the near
future could prevent major repairs in the future.
10. The effluent was free of solids and clear in color.
11. The effluent is discharged into Crain's creek. The effluent outfall had not be located by Mr. Thomas
but his intentions were to continue the search.
12. The sludge from the clarifiers is discharged to the aerobic sludge digestion. Approximately every
two (2) months sludge is pumped out by "Donavan Pumping Company" and taken to Moore
Regional Wastewater Treatment Plant and applied onto the drying beds at this site and taken to the
landfill after adequate drying occurs.

13. The effluent flow meter was calibrated September 14, 1999 by "BW Allen Company". It is
advisable that the flow meter calibration document contain the % error before and after calibration
in the future by the technician. The flow meter is a Stevens 61 R Model. Flow is measured through
the 90 Degrees V notch weir.
14. The effluent composite sampler is portable and ice is added during collection for preservation.
Plans per Mr. Thomas are to purchase a refrigerated stationary effluent composite sampler.
15. As per the Administrative Code Section: 15A NCAC 2B .0503-Surface Water
Monitoring:Reporting: (4)"Composite Samples if collected by the following method the criteria
is: (d) Constant time/constant volume - a series of grab samples of equal volume collected over a
24 hour period at a constant time interval. This method may be used in situations where effluent
flow rates vary less than 15 percent. The grab samples shall be taken at intervals of no grater
than 20 minutes apart during any 24 hour period and must be of equal size and of no less than
100 milliliters."
16. Operation and maintenance records were on site at this facility. The records also included pump
operations each day for all lift stations. These records began in 1999 when the facility was bought
by "Heater Utilities, Inc."
17. The NPDES permit was available upon request.
18. The following NPDES permit required parameters are analyzed on site: Temperature, pH, Dissolved
Oxygen and Chlorine Residual. Calibration records and analysis methods were reviewed and
appeared to be adequate. All other required parameters are analyzed by the contract laboratory
"Chemical and Environmental Technology" in Cary, NC.
19. Laboratory records were reviewed for December 1999 through February 2000 and compared to
Discharge Monitoring Reports (DMRs). All records appeared to be accurate. The facility had
laboratory records on site from December 1999 to the present. As a reminder facilities are required
to have at least three (3) years of records on site.
20. A compliance evaluation analysis report for the period April 1999 through February 2000 revealed
effluent pH violations for the months September and November 1999.
21. As a reminder as per our Administrative Code Section: 15A NCAC 2B .0506(b)(3)(F)(i)-the date
on which collection of composite samples' is commenced or data shall be entered onto the
monitoring report form on the date that has the greater number of hours in it. The following
examples will assist you in understanding the reporting date:
A. If the composite sample is started on Tuesday, May 2, 2000 at 9:00AM and the sample is
withdrawn from the composite sampler on Wednesday, May 3, 2000 at 9:OOAM; the day
with the greater number of hours in it is Tuesday, May 2, 2000.
B. If the composite sample is started on Tuesday, May 2, 2000 at 6:OOPM and the sample is
withdrawn from the composite sampler on Wednesday, May 3, 2000 at 6:OOPM; the day
with the greater number of hours in it is Wednesday, May 3, 2000.
