Enclosed is a copy of the Compliance Evaluation Inspection conducted June 5, 2002.
As part of the inspection, a tour of the Wastewater Treatment Plant was conducted. All observations
and recommendations are in Part D - Summary of Findings/Comments of this inspection. The priority of all
wastewater treatment facilities should be complete compliance with the NPDES Permit which will ensure the
best quality effluent discharged to our streams.

The facility is an extended aeration package wastewater treatment system. Heater Utilities, Inc., has
owned, operated and maintained this facility since September 1999.
2. Two (2) force mains bring the influentflow into the plant. The influent is made up. of domestic
wastewater from the country club. and resort area. The influent pumps operate on a float system
which is determined by the flow height in a wet well. Ten (10) lift stations are present in this system.
3. A portable generator was on site to supply power to the facility and the lift stations. Generators can
be supplied by the Company and brought on site when needed.
4. The manual bar screen was replaced during the last week of February 2001.
5. Magnesium hydroxide is fed by drops for pH adjustment into the influent. The influent pH has a
tendency to be low.
The next phase of treatment is through aerated modules (aeromod complex mix system) which flow
into a clarifier area that the solids settle and the effluent flows out one pipe and the sludge out of
another pipe. Four (4) blowers are used in the aeration of the wastewater. Two (2) are used as
backup systems and the remaining two (2) are online at all times.
7 Chlorine is added for disinfection. Effluent is added before it flows into the chlorine contact tank. The
chlorine contact tank was monitored for sludge depths during the inspection. The tank is eight (8) feet
deep. One side can be shut down for cleaning while the other is treating the wastewater. Various
area on both sides were monitored for sludge depths. The results were from less than (<) one (1) foot
deep. A recommendation would be to clean the chlorine contact tank when any area is above one
(1) foot of sludge. A sludge judge was on site. The walkway and handrail have been painted.
Maintaining surfaces will prevent major repairs.
8. The effluent was free of solids and clear in color.
9. The effluent is discharged into Crain's Creek. The effluent outfall has been located by Mr. McCraw.
10. Both digestors (2) are on line. The sludge from the clarifiers is discharged to two (2) aerobic sludge
digestions. Approximately every two (2) months, sludge is pumped out by a septic tank company and
taken to Moore Regional Wastewater Treatment Plant and applied onto the drying beds at this site
and taken to the landfill after adequate drying occurs.
11. The effluent flow meter was calibrated August 15, 2001, by ISI. It is advisable that the flow meter
calibration document contain the % error before and after calibration in the future by the technician.
The flow meter is a Stevens 61 R Model. Flow is measured through the 90 Degrees V notch weir.
12.. The effluent composite sampler is a refrigerated stationary effluent composite sampler.
13. Operation and maintenance recordswere on site at this facility. The records also included pump
operations each day for all lift stations. These records began in 1999 when the facility was brought
by Heater Utilities, Inc.
14. The NPDES permit was available upon request.
Section D: Summary of Findings/Comments (continued):
15. The following NPDES permit required parameters are analyzed on site: Temperature, pH, Dissolved
Oxygen. and Chlorine Residual. Calibration records and analysis methods were reviewed and
appeared to be adequate. All other required parameters are analyzed by the contract laboratory,
Chemical and Environmental Technology, in Cary, North Carolina. Heater Utility must comply with
regulations to become certified for field parameters. Please contact Mr. Fred Bone, DWQ Lab
Certification Unit, at 910-733-3908 for field parameter certification application.
16. Laboratory records were reviewed for July 2000 through September 2000 and compared to Discharge
Monitoring Reports (DMRs). All records appeared to be accurate. The facility had laboratory records
on site from January 2000 to present. As a reminder, facilities are required to have at least three (3)
years of records on site.
17. A compliance: evaluation analysis report for the period April 2001 through March 2002 revealed no
effluent violations.
18. As a reminder as per our Administrative Code Section: 15A NCAC 2b .0506(b)(3)(F)(I) - the date on
which collection of composite samples is commended or data shall be entered onto the monitoring,
report form on the date that has the greater number of hours in it. The following examples will assist
you in understanding the. reporting date:
A. If the composite sample is started on Tuesday, May 2, 2000, at 9:00 am, andthe sample is
withdrawn from the composite sampler on Wednesday, May 3, 2000, at 9:00 am, the day with
the greater number of hours in it is Tuesday, May.2, 2000.
B. If the composite sample is started on Tuesday, May 2, 2000, at 6:00 pm, and the sample is
withdrawn from the composite sampler on Wednesday, May 3, 2000, at 6:00 pm, the day with
the greater number of hours in it is Wednesday, May 3, 2000.
