Here is the letter we got from Heater utilities regading the class A sludge process at their plants. They
did notify us...I discussed it with our EEII here in the office (Randy Jones) and we felt like all they had
to do was send the letter attached (no formal authorizations needed). Anyway, just wanted you to have
this for your file...

Hey man. I hope things are going well down there in the FRO. Things are moving along here in the
RRO at a fast pace. Anyway, I got the attached letter from Heater Utilities and noticed the last
permitted facility noted in the letter is a Heater facility down in the FRO. What they are doing is
setting up a potable press and using polymer to thicken up solids at these small facilities, then taking the
material to McGill in Chatham County ( a compost facility):
On a side note McGill recently had an EPA inspection and came out pretty good. The facility currently
handles all of Raleigh's solids (about 6 truck loads a day). Kinda neat stuff....When I talked to the Heater
folks about this I thought all of the facilities he was discussing were in our Region. Had I know
differently I would have told Tim to send you a note as well...

Dear Mr. Langley:
Pursuant to our conversation on December 1, 2003 with regards to'Heater
Utilities' interest in converting over to Class A Sludge through composting
with the assistance of McGill Environmental, Inc. Permit No.(s) WQ0006816
--(Delway Plant) and SWC1906 (Chatham County Plant), we are providing your

participate in a six month trial in order to evaluate how well this process
