P. O. Box 670 Bailey, NC 27807 252-235-4900 DENR®FRO Nov 9 2 r DWQ This is a revised letter for the even on 10/26/07 at Woodlake WWTP. The plant experienced an upset due to heavy rainfall in a short amount of time causing a surge in flow at the WWTP. This surge created a discharge of solids starting at 14:35. The operator turned off the blowers to stop the solids from going out. At approximately 16:50 the effluent cleared and only pin floc was going out. Trace amounts of solids went out from 16:50 on 10/26/07 until 13:00 on 10/27/07. At that point the blowers were turned back on. The plant is healthy and shows no signs of a significant loss of solids. The vac - truck was used to clean the chlorine contact chamber and trace solids from the bank of the ditch at the outfall. There were no solids in the bed of the ditch leading to the creek. Just before the heavy rain Atlantic Dewatering was dewatering sludge from the digester and return decant back to influent. This was stopped immediately after heavy flow started coming in. Please find the correct WWTP Upset, Spill or By-pass 5day Report included with this letter.' The original gallons estimated was from the time that the plant started losing solids until the effluent was completely clear. The revised estimation is from the time of the upset until only pin floc started going out. We apologize for any inconvenience this may have caused. Woodlake Country Club WWTP is only designed for 80,000 gallons. I witness the discharge of solids ® 2:35 P_M. and then call DWQ I left a message with contact number. 1 turned off my blowers to try and leviate some solids from going out and let my solids settle overnight. Saturday 10/27 I returned to the plant @ 7:00 AM. to see if the solids stopped going out of the plant they didn't stop until about 1:00 P.M. that same day. The flow I calculated for Friday 10/ 26 was .177 MG this was how my plant was hydraulically overloaded due to the rain event that occurred last week. During my visit to the plant on Saturday my effluent meter was still reading a .165 MG leaving the plant that morning and my rain gauge read 2". Monday 10/29 my visit to the plant I started to pump out my contact chamber and send those solids that settled out over the weekend into the small digester that was available. My calculated gallons for discharge was 80,000. My plan of action that I can do to prevent a possible occurrence is just simply plan ahead and keep an eye on weather. Also my digesters should be completely empty so I. can divert flow of any solids to them. I can also have my down basin empty as well, because basically it's a matter of having space to move water. 1 hope this letter can explain my spill that occurred at Woodlake WWTP and if there are any further question you can call ®919-842-0775.
