HomeMy WebLinkAbout16_Annual IDDE program assessment letter from consultant ES&G S SERVICES No PLLC 18 December 2020 ES&GS Services, PLLC PO Box 868 Fuquay-Varina, NC 27526 Marty Anderson City Engineer City of Goldsboro PO Drawer A Goldsboro, NC 27530 Subject: City of Goldsboro Annual Assessment of the Illegal Discharge Detection and Elimination(IDDE) Program 2020 On 17 December 2020, 1 conducted an informal assessment of the IDDE Program by reviewing records and conducting interviews. My primary focus was the Dry Weather Screenings conducted by the Department of Public Works. They took on the responsibility of conducting the Dry Weather Screening in July 2018. The following are my observations. 1. There were 31 dry weather inspections conducted in FY 2019-2020. There have been 11 inspections conducted from 1 July 2020 to date. One of the inspections in FY 2019-2020 found a sanitary sewer break that was repaired. 2. The inspections have been computerized so that the inspection sheets can be filled in and attached to the GIS system. There was a minor glitch in IT that prevented the most recent inspections from being attached but the inspections continued with paper copies 3. The Dry Weather Screening inspector can enter the locations of stormwater conveyances and outfalls into the GIS. It was noted that several outfalls have been located on House Creek. 4. There have been no reported illegal discharges in the past year. S. Information on reporting illegal discharges can be found on the Engineering Department web page on the City's web site. Following are action items. 1. Public Works will continue to inspect outfalls during dry weather. 2. Public Works will work on integrating the findings from the dry weather screening with their system of work orders. The aim is to be able to generate a work order once a problem is found. My general comments are as follows. 1. Reports of illegal discharges, however obtained,go to the City Engineer for documentation. The overall management for the IDDE Program rests in the City Engineer Department. ES&G S SERVICES PLLC 2. The IDDE Program, like the Stormwater Management Program, is a City responsibility. The overall responsibility rests with the City Manager. The City Engineer manages the program and brings in other City Agencies when necessary.
