Informal Assessment of the City's SWMP. The most significant issue is that the City is in danger of being found in violation of the City's NPDES Stormwater Discharge Permit. In particular, in the second minimum measure, Public Involvement and Participation,the City is failing to meet the measurable goal of including and promoting volunteer activities. 2.A fact sheet on the Proposed Changes to the Neuse River Basin Nutrient Sensitive Waters Management Strategy(Neuse River Rules). The changes include revisions to methods to meet compliance objectives of nitrogen reduction,to include more flexibility and required use of a new tool to calculate loading(Stormwater Nitrogen and Phosphorus or SNAP tool);a new educational requirement to keep developers informed; a deletion of the retrofit requirement; changes to reporting requirements;and a requirement to resubmit the SWMP six months after the changes have been promulgated. 3. An information sheet on the MS6(MS4 Sustainable Strategy)initiative which includes self-assessments in the six minimum measures in an effort to avoid audits by NC DEQ or US EPA. 4. Included for historical purposes are the initial Stormwater System Assessment Report dated 22 November 1999,and an extract from Briefing to the City Council on 26 February 2003 discussing Costs of the Program.
