Impact Justification and Mitigation 1.Avoidance and Minimization 1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: 1.Both structures have been designed to have as little wetland,stream and buffer impact as possible. 2.Bank excavation was kept to minimum to produce as little impact as possible. 3.Stilling Basin#1 relocated outside of riparian buffer area. 4.Where excavation is necessary,geotextile and Class II rip rap will be used to provide long term stabilization and reduce stream bank scour. 5.A 72 inch water line located to the south of NC 42 will be relocated at project.This will be installed at the culvert site by bore/jack with receiving/exit pits outside of the riparian buffer zones(i.e no stream impacts from this specific utility at the culvert crossing). 6.Project will utilize 2:1 slopes throughout limits of jurisdictional resources to minimize impacts to streams,wetlands and riparian buffers.The Division Roadside Environmental Field Operations Engineer has indicated that further steepening of the fill slope(i.e.to a 1.5:1)will result in reduced establishment of permanent vegetation and result in loss of sediment from the fill slope. lb.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: 1.Significant effort will be made during construction to minimize impacts to streams,wetlands and riparian buffers.This will be accomplished through monthly environmental permit reviews.Additional on site meetings will be held with NCDOT inspectors and contractor to evaluate further efforts to minimize impacts during construction. 2.
