Snider, Regional Supervisor North Carolina Department of Environmental Quality Division of Water Resources 450 West Hanes Mill Road, Suite 300 Winston-Salem, North Carolina 27105 NOV2021DV0285 Re: Sanitary Sewer Overflow Civil Penalties Incident #202101061 Dear Mr. Snider: This letter serves as the official response from Winston-Salem/Forsyth County Utilities (WSFC Utilities) to the North Carolina Department of Environmental Quality, Division of Water Resources Notice of Intent to Enforce Civil Penalty for the March 19, 2021 sanitary sewer overflow (SSO), Incident #202101061, located at 1115 Bethabara Pointe Circle in Winston- Salem. The incident was a result of inflow and infiltration due to heavy rain. Normal precipitation at Winston-Salem Airport for the month of March is 3.73 inches. In March 2021, more than 5.16 inches fell and 1.7 inches of that was during the March 17-19 storm. Rain began falling at 10:00pm on March 17 and did not subside until 9:00am on March 19. Currently, we have a sanitary sewer rehabilitation project under construction in this area to increase capacity of the system. On March 19, 2021 at 10:00am, an SSO occurred at 1115 Bethabara Pointe Circle. Due to the heavy rain in the area, our system was at maximum capacity and bypass pumps at the construction site could not maintain the increased flow, causing our system to overflow. After eleven hours, the flooding had subsided and the existing main returned to normal flow. The crew used their combo jet/vac truck to clean and sanitize the area following protocol. WSFC Utilities continues to make progress in minimizing SSOs and has the proper programs in place to continue our high level of performance. Our comprehensive sanitary sewer evaluation study has provided strategic cleaning and examination of our system to identify areas with the greatest need for repair and replacement.
