This e -mail serves as authorization from DWQ to continue in -water work on Bridge 176 over Slocum Creek in
Craven County (B -4488) through March 8th of this year. The in -water work moratorium will begin on March 9th
and continue through September 30th. This supercedes condition 2 of the modification that was issued on
2/8/13. Please print out this e -mail to keep with the 401 Certification. Thanks.

WRC understands the contractor has run into problems that have delayed the removal of the old structure and
concurs with NCDOT's assessment that leaving the partially demolished bridge would be hazardous. Therefore;
WRC does not object to continuing in water work at this site through March 8 as requested.

Travis,
Palmetto is currently working on removing the old bridge structure on Church Street over Slocum Creek.
Contractor has been saw cutting the bridge (deck, rail and caps) into pieces to remove with a crane. They have
been able to remove some of the pieces so far. Contractor has ran into several snags, which include containment
continuously needing repair, saws being sent to have repaired, guy wire on the east side was in the way and
crane not being delivered as scheduled.
The guy wire on the east side of the bridge was 35 feet from end bent 2. This location was in conflict with the
crane being able to function. Progress Energy was able to move the lines on Monday February 25.
The crane which was scheduled to be delivered this week from Edwards, has been delayed and will not arrive
until Monday March 4. The 2 cranes on site currently are not strong enough to remove this structure. This new
crane is much bigger and will be able to handle the loads.
If we stop work due the moratorium, the NCDOT feels that we are creating a hazard for the boating public.

The NCDOT requests that the moratorium be extended to Friday March 8 for this project, at which time the
contractor will be completed with bridge demolition.
