Request for an Extension of Time
Mr. Hennessy,
I am writing to provide further information regarding the above-mentioned permits and would like to
ask for an extension of time before the new permit limits go into effect.
We completed a full evaluation of the potential solutions for back wash treatment to meet the new
effluent limits and concluded the cost is prohibitive and could adversely impact customer user rates.
We embarked on effort to amend the supply agreement with the Town of Mooresville to increase our
allowable water use/allocation.The request was initially declined which led to a protracted process in
achieving approval.We did however reach an agreement that would allow for the abandonment of the
(17)wells that are presently using the water softener treatment systems.I am attaching that agreement
for your review.
We have executed engineering contracts for the design and permitting of the necessary interconnect to
the Town of Mooresville to put in place the new water main to allow for abandonment of these wells
with backwash and allow for the relinquishing of the NPDES permits.While the design process is
underway based on the Brawley School Road corridor and existing conditions,easements to install the
line from individual landowners along the route are anticipated and will impact the schedule.

We anticipate based on the easement acquisition, NCDOT coordination and encroachment,and other
associated permits, it is not possible to complete the elimination of the NPDES Permits within the time
available before the new limits are to be enforced.
We therefore are respectfully requesting that the new limits be put into abeyance for 8-9 months to
allow this process of interconnection to the Mooresville System and abandonment of the wells with
softener backwash to be completed.
