Enclosed you will find a copy of the Compliance Evaluation Inspection (CEI) report for the
inspection conducted on October 31, 2005 at the Town of Robbins Wastewater Treatment Plant,
accompanied by Brant Sikes, Town of Robbins ORC. As part of the inspection a tour of the
Wastewater Treatment Plant was conducted. All observations and recommendations are in Section
D. Summary of Findings/Comments of this inspection report. In the future, a sampling inspection
for the whole effluent toxicity and chemistries will be performed at your facility and combined with
this CEI report.
The wastewater treatment plant appeared to be in compliance with the Town of Robbins
NPDES permit. Please note that the housekeeping that was performed by the ORC was acceptable.
However, the appearance of the grounds of the wastewater treatment plant was below average and
not favorable. It was blemished by the accumulative collection of several items in disrepair:
vehicles that included a fire truck, a street department truck, a Buick car, a Dodge Ram truck (that
was the former wastewater treatment plant truck), a 2,000 gallon sludge hauling truck (that was the
former wastewater treatment plant sludge hauling truck), a police car, a generator, a pump, a
conventional bar screen, and stainless steel diffusers; and, there were rock piles, brush piles, and dirt
piles located near the front gate. Please send a letter to this office by January 1, 2006, that explains
the purpose of keeping the above listed items on the premises of the wastewater treatment plant, and
please include a Plan -of -Action for the removal of the above mentioned items.

The wastewater treatment plant was found to be in compliance with the •Town of Robbins NPDES permit. A
Compliance Biomonitoring Inspection will be scheduled in the near future, and -this CEI report. will. be included
with the Compliance Biomonitoring Inspection (BIO) report. The general wastewater.treatment plant housekeeping
that was performed by the ORC was acceptable. However, the appearance of the grounds of the wastewater
treatment plant was below averacge.and not favorable. It was blemished by the accumulative•collection of

Comment: The general wastewater treatment plant housekeeping performed by the ORC was acceptable.
However, the appearance of the grounds of the wastewater treatment plant was below average, blemished by the

stainless steel diffusers were also on the wastewater treatment plant premises. All of the above mentioned items
appeared in a condition of disrepair.

Comment: Once per day, Monday through Friday, the grit rake is manually turned on. The grit chamber motor had
excessive noise and vibration. According to the ORC, a new bearing is needed. Presently, rainwater that falls into
the open grit collection barrels will drain onto the ground. Please remedy this situation so that contaminated water
will not flow onto the ground.

L:was -pleased:to •learn that our wastewater treatment plant is in compliance with our
NPDES permit. This is an endeavor we all take seriously and strive to perform.
The 'issue -of the..mentioned items in.:your. November: 8; 2005:.1etteriwillrrequire some; ; c:
explanation. First, upon original construction of the WWTP in 1966, this fenced in area
was and still is, occupied by the WWTP (its equipment and personnel) and the Town of
Robbins streetdepartment,: its equipment and personnel as well.. This area is the only
fenced and protected property the Town of Robbins has.
Second, upon the WWTP upgrade in 1998 with the addition of a 300,000 gallon aerobic
digester, we had to relocate equipment throughoutthe compound as best we could. The
mentioned brush pile was from debris pick-ups and has long since been gone. The rock
and dirt piles are in a staging area and will be relocated to the further most corner, as well
as the vehicles, that are occupied by thestreet department
The normal storage area for these types of materials and equipment was in the area of the
constructed aerobic digester and as you can see, we have limited area to secure and
protect materials- and equipment.
